Jacqueline Strasser Higgins
Deputy Chief of Staff and Senior Advisor to the President
Jacqueline Strasser Higgins has served as OPIC’s Deputy Chief of Staff since May 2009. From 2009 to 2010, she also served as Acting Vice President and Chief Financial Officer.
Before joining OPIC, Mrs. Strasser Higgins spent eight years at the White House Office of Management and Budget (OMB), leading oversight of the budget, policy, programs, and management of the U.S. Export-Import Bank, OPIC, the Millennium Challenge Corporation, and various programs at the Department of State and the U.S. Agency for International Development.
In 2004, on detail from OMB, Mrs. Strasser Higgins served as principle economic advisor to Iraq’s Interim Deputy Prime Minister, Dr. Barham Salih, and the Iraqi Ministry of Finance. During her eight months in Baghdad, she helped develop and implement the Iraqi national budget, the first Iraqi treasury bill auctions, and a national investment strategy.
Prior to OMB, Mrs. Strasser Higgins worked as an associate for an internet trade finance company in New York, where she designed and managed an asset management and auction platform. She has also worked at the African Development Bank, Technoserve, the Council on Foreign Relations, and Saatchi & Saatchi Advertising.
Mrs. Strasser Higgins served as a Vice-Chair of the U.S. Committee for Refugees and Immigrants (USCRI) and was a Term Member of the Council on Foreign Relations. She holds an M.I.A. in finance and economic development from Columbia University's School of International and Public Affairs and a B.A. in Political Science from Colgate University.
