Environmental and Social Policy Revision
In October 2010 OPIC adopted the Environmental and Social Policy Statement ("ESPS"), which established the broad framework for the evaluation and monitoring of OPIC-supported projects with respect to environmental, social, labor and human rights issues. There is a general recognition of the need to update the policy from time to time to account for lessons learned or to align the policy with broader US Government initiatives. In keeping with OPIC's commitment to transparency, OPIC is committed to seeking input from members of the interested public on proposed changes to the ESPS.
This announcement represents the start of a 30 day comment period on a proposed change to the ESPS
, which is necessary to align the policy with that of the President's Climate Action Plan, which was issued in June 2013 and subsequent guidance issued by the Department of Treasury.
OPIC is proposing to clarify eligibility requirements with respect to new and upgrades to existing, coal-fired power plants proposed for OPIC support. The proposed change does not affect OPIC's commitment to reduce the aggregate greenhouse gas emissions associated with projects in OPIC's portfolio as stated in the ESPS; nor does the proposed change represent any modification of the greenhouse gas accounting methodology as described in the ESPS.
Comments must be received on or before January 3, 2014.
