Enterprise Development Network (EDN)

Solicitation for Enterprise Development Network Advisors

The Overseas Private Investment Corporation is seeking firms with senior level experience to serve as Enterprise Development Network (EDN) Advisors.  EDN is a new program which promotes greater access to capital for Small and Medium-size Enterprises (SMEs) through the development of partnerships with the private sector.  An organization selected as an EDN Advisor will be retained to support OPIC's staff as needed for a specific project and will perform one or more tasks in the project evaluation process as the OPIC officer requires and as stated in each project agreement.  EDN Advisors will advise OPIC's staff in the following international finance areas:

  • General Due Diligence
  • Credit Underwriting Analysis
    • Financial Assessment
    • Operational Assessment
    • Market Demand Assessment
  • Industry or Sector Specific Analysis (Housing, Renewable Energy, etc.)
    • Power
    • Renewable Energy
    • Environmental Finance
    • Telecommunications
    • Petroleum
    • Mining
    • Agribusiness
    • Hospitality
    • Water
    • Housing
    • Healthcare
    • Retail
    • Financial Services/Banking
    • Franchising
    • Other
  • Regional and/or Country Analysis

This solicitation requires respondents to demonstrate their ability to provide the expert support services identified below. The goal of this solicitation is to establish agreements with qualified organizations so that OPIC can quickly access and utilize their expertise to support the EDN mission. 

The EDN Advisor may be retained for any of the following activities:

  1. Credit analyses consistent in form and substance with OPIC’s standards, including review of financial statements and business plan.
  2. Analyses of financial models to determine whether the model is structured to properly reflect the key economic and financial assumptions related to the Project (cash flow projections, budget, etc).
  3. Support of OPIC (as requested) in meetings with and/or related to project sponsors and by responding to specific requests for analytical support and review of any sponsor submissions.
  4. Preparation of credit papers in standard OPIC format and recommendation for OPIC's funding approval (OPIC will retain credit authority). 
  5. Providing industry-specific and/or region-specific analysis and insight into the business plan, feasibility studies, risk mitigation strategies and other specific elements of the project proposal.
  6. Conducting comprehensive due diligence analysis of project sponsors, affiliated entities, local project management, etc., as required. Upon request, travel to project location to conduct on-site due diligence.
  7. Making recommendations regarding viability of proposed projects.
  8. Proposing methods/processes for project structure improvement to increase probability of success. 
  9. Communicating regularly by phone, email and in person with the EDN team and the project sponsors.
