Allan Villabroza was named Vice President and Chief Financial Officer of OPIC in December 2012.
From 1995 to 2002 Allan served as an Examiner at the Office of Management and Budget’s International Affairs Division where he had responsibility for OPIC, the U.S. Export-Import Bank, the Trade and Development Agency. At OMB, Allan guided the implementation of loan and loan guarantee programs, led an interagency working group on country credit risk ratings, and implemented government performance and strategic planning initiatives under two administrations. In 2002, Allan joined OPIC’s Office of Investment Policy, Risk Management unit as Global Risk Officer, working on cross cutting issues, corporate performance, and country risk. In 2004, Allan was named OPIC’s Director of Budget and Resource Planning, and acting CFO in 2011.
At OPIC, Allan integrates financial operations with mission, governance, compliance, and performance improvement. Allan has been extensively involved in explaining OPIC’s operations and self-sustaining resources with stakeholders. Allan has been deeply involved with OPIC’s systems projects including Oracle financials, loan accounting, enterprise reporting, and architecture.
Allan holds Bachelor degrees in Economics and Government from the University of Texas at Austin, and a Master in Public Policy from the John F. Kennedy School of Government at Harvard University.
