Kevin Nealer was sworn in as a member of OPIC’s Board of Directors on January 20, 2011.  He is currently a Principal and Partner in The Scowcroft Group, an international business advisory firm.  In this capacity, he has lead responsibility for providing risk analysis and direct investment support to the Group's multinational clients.

Prior to joining The Scowcroft Group, Mr. Nealer served as a trade and international economic advisor to the Senate Democratic Leadership, was a Foreign Service Officer with the State Department, advised multinational clients on investment issues, project finance, and trade law/policy as a principal in the consulting affiliate of Washington’s largest law firm, and served as Vice President for corporate affairs with a leading government strategies practice.  A former Fulbright professor in the People’s Republic of China, Mr. Nealer has served as a lecturer, program moderator, and adjunct professor of trade law and policy at the Georgetown University McDonough School of Business.

As a member of the Council on Foreign Relations and senior associate of the Center for Strategic and International Studies, Mr. Nealer is the author of numerous articles on political economy, including co-authoring the Council’s report Beginning the Journey:  China, the United States, and the WTO.  He is a consultant to the U.S. defense and intelligence communities on trade and economic security issues.  Mr. Nealer is a member of the international advisory board of Ancora Capital Management Pte, Ltd., and the board of the Australian American Leadership Dialogue.  He is a member of Habitat for Humanity Partners Council, CARE’s President’s Circle, and the University of Michigan’s John Monteith Legacy Society.

Mr. Nealer received his undergraduate degree from the University of Michigan and his law degree from Case Western Reserve University School of Law.
