Acting Vice President and General Counsel
Barbara has served as OPIC’s Deputy General Counsel since March 2015. Before being named Deputy General Counsel, she served OPIC in a variety of capacities, including as Head Counsel for Investment Funds, Head Counsel for Political Risk Insurance, and as a project attorney. She also has had temporary assignments as OPIC's Acting Vice President & General Counsel (3 months) and Acting Vice President/Head of Investment Funds (2 years).
Barbara is a Michigan native who began her legal career as Law Clerk to Hon. Ralph B. Guy, Jr., U.S. District Court, Eastern District of Michigan, after graduating from Notre Dame Law School. She was in private practice in San Francisco before moving to Washington, DC where she joined the law firm Zuckerman Spaeder and specialized in commercial bankruptcy and reorganizations. During a sabbatical year, before joining OPIC in 2000, Barbara earned an LL.M in International and Comparative Law at Georgetown University Law Center.
