Vice President and General Counsel
Kimberly Heimert, OPIC’s Vice President and General Counsel, brings to the agency extensive legal experience in the finance, corporate, private, and public sectors. Ms. Heimert oversees legal support and guidance to OPIC’s main business lines in finance, political risk insurance, and investment funds, and provides advice with respect to administrative and regulatory matters. She acts as Board counsel to OPIC’s Board of Directors, comprised of public and private sector members. Ms. Heimert also represents OPIC in interagency matters and on issues involving multilateral and bilateral development finance institutions.
Prior to joining OPIC, Ms. Heimert was Deputy Chief Counsel for the Loans Programs Office at the U.S. Department of Energy. While there, she helped oversee legal aspects of a portfolio of over $30 billion in loans, loan guarantees, and commitments to energy projects.
Before the Department of Energy, Ms. Heimert was a Managing Director and Counsel at GE Energy Financial Services, where she led legal teams in energy-related transactions and developed legal policies for clean-tech investments.
Ms. Heimert began her career at White & Case and spent over three years in Uzbekistan and Kazakhstan as the head of Mayer, Brown & Platt and Chadbourne & Parke offices.
Earning her J.D. from Harvard Law School, Ms. Heimert also received a B.A. in International Studies and Broadcast Journalism from American University.
