Vice President and General Counsel
William Doffermyre serves as the Vice President and General Counsel of the Overseas Private Investment Corporation. As Vice President and General Counsel, Mr. Doffermyre leads the agency’s legal affairs department, which provides legal guidance to OPIC’s main business lines in finance, political risk insurance, and investment funds, and advises the agency with respect to administrative and regulatory matters. Mr. Doffermyre also acts as Board counsel to OPIC’s Board of Directors, serves on OPIC’s Investment Committee, and advises OPIC’s executive staff on strategy, operations, and policy matters.
Before joining OPIC, Mr. Doffermyre was a partner at Williams & Connolly, LLP in Washington D.C., where he practiced high-stakes civil and criminal litigation. Mr. Doffermyre’s private practice focused in particular on litigation involving the energy sector, representing oil and gas companies and industry executives in several of the most high-profile government investigations, Congressional inquiries, and complex civil proceedings that the oil and gas industry faced over the past decade.
Mr. Doffermyre earned a B.A. in Economics, with distinction, from the University of Virginia and received his J.D. from the University of Virginia School of Law, where he served on the editorial board of the Virginia Law Review. After graduating from law school, Mr. Doffermyre clerked for The Honorable D. Brock Hornby of the United States District Court for the District of Maine.
